Short answer: Yes, you will most likely need to take the written (knowledge) test. The DMV’s September 2024 news release says “first time drivers and those new to California will still be required to take a knowledge test,” and its Driver’s Licenses page lists the knowledge test as a step for people with a license from another state. The DMV says new residents must get a California license within 10 days. A drive test is not on the DMV’s standard list for U.S. out-of-state license holders, but it is for people with a license from another country.

The DMV’s Fast Facts sheet on license requirements says: “If you become a California resident, you must get a California DL within 10 days.” It lists things like voting in a California election or paying resident tuition as signs that you are a resident (DMV Fast Facts 5).
The DMV’s New California Resident page adds that you are a California resident “if you intend to live in the state for six months or more in one year,” and that if you plan to live and drive here, you must apply for a California license (DMV New California Resident Portal). Visitors over 18 with a valid home-state license can drive here without a California license while that license stays valid, but that rule is for visitors, not new residents.
Do you have to take the written test to transfer your license?
This is the question most new residents ask, and the DMV’s answer is yes for most people:
- The DMV’s Driver’s Licenses page (updated August 2026) lists these steps for someone who has a license from another state: apply, visit a DMV office, give your Social Security number, show identity and residency documents, pay the fee, have your thumbprint and photo taken, pass a vision exam, and “pass the knowledge test(s).”
- When the DMV dropped the knowledge test for most renewals starting October 1, 2024, its news release said first-time drivers and those new to California will still be required to take a knowledge test. That change helped people renewing a California license. It did not remove the test for people transferring a license.
You get three tries to pass each required knowledge test. If you fail the same test three times, your application is no longer valid and you have to reapply (DMV). Brush up on California-specific rules first. Our guide to the California DMV written test covers what’s on it, and you can take the free 10-question practice test to see where you stand.
Online or at a DMV office?
DMV sources don’t agree on this, so check before you go. The Driver’s Licenses page lists the knowledge test as one of the steps after you visit an office. But the DMV’s September 2023 news release said people moving to California from another state who need a knowledge test could take it online at home before visiting an office. A December 2023 release said the online test can be tried twice, with a third try at an office, and is offered in 35 languages. The DMV’s current Online Learning page describes an eLearning course for renewals only and does not describe an at-home test for new applicants (DMV Online Learning). Your application should show which options you have. If it’s unclear, confirm with the DMV.
If you test at an office, plan your visit early: tests aren’t given at DMV offices after 4:30 p.m. (DMV).
Step by step: transferring your out-of-state license
- Fill out the application online. Start the driver’s license/ID card application on dmv.ca.gov, then finish it at a DMV office (DMV application page).
- Gather your documents. Bring an original or certified identity document, your Social Security number, and California residency documents if you’ve never had a California license or ID. Your current name must match your identity document (DMV). Our what to bring to the DMV guide walks through the documents.
- Decide about REAL ID. A REAL ID is optional, but since May 7, 2025, you need one (or another federally accepted ID like a passport) to board domestic flights or enter secure federal facilities (DMV What Is REAL ID). For a REAL ID, the DMV asks for one proof of identity and two different printed documents showing your California mailing address (REAL ID Checklist).
- Pay the application fee. As of November 2026, the DMV lists $46 for an original Class C license (Licensing Fees). The fee is nonrefundable, and the application and fee are valid for 12 months (DMV).
- Take the vision test. The DMV tests every applicant’s vision. Bring your glasses or contacts if you need them. If you don’t pass, you may be asked to have your eye doctor fill out a Report of Vision Examination (DL 62) (Handbook Section 3).
- Pass the knowledge test. See the section above for where to take it and how many tries you get.
- Take a drive test only if the DMV requires one. More on this below.
Will you need a drive test?
For drivers with a valid license from another U.S. state, the DMV’s Driver’s Licenses page does not list a drive test among the standard steps. That page lists the drive test only for people with a license from another country (DMV). The DMV also says drive tests are required for first-time applicants “and other applicants who meet certain conditions,” without listing those conditions (DMV), and its Fast Facts sheet says a driving test is given “if necessary” (Fast Facts 5). So it’s possible the DMV will ask you to take one. If it does, our behind-the-wheel test guide explains what to expect.
Out-of-state vs. foreign license: what’s different
| Step | License from another U.S. state | License from another country |
|---|---|---|
| Application, documents, fee | Required | Required |
| Vision test | Required | Required |
| Knowledge test | Required (3 tries) | Required (3 tries) |
| Drive test | Not on the DMV’s standard list, but may be required | Required, by appointment |
| Extra for the drive test | Only if a test is required | Proof of insurance and an accompanying driver to and from the test |

If you have a license from another country, the DMV says you follow the same process and also pass a driving test, book that test ahead (drive tests aren’t given without an appointment), show proof of insurance that meets California’s requirements, and bring an accompanying driver to and from the test. You get three tries at the drive test on one application (DMV). For a full walk-through of the adult process, see our guide to getting a California license as an adult.
One note on retest fees: the Driver’s Licenses page says a failed drive test means a $7 retest fee, while the DMV’s Licensing Fees page lists $9 for a Class C driving retest (both pages were updated in August 2026). Confirm the current amount with the DMV.
What happens to your old license?
The DMV pages we checked don’t explain what happens to your out-of-state license when you get a California one. Bring it to your office visit and ask the DMV representative what they need from you.
Commercial licenses
This guide covers regular Class C licenses only. Commercial driver’s licenses have their own rules; see the DMV’s Commercial Driver’s Licenses page.
Get ready for the knowledge test
Even experienced drivers can miss questions on California-specific rules. If the DMV says you need the knowledge test, try our free 10-question practice test before your visit. It’s written from the California Driver’s Handbook.
If you want your new California license to work for domestic flights, read our California REAL ID guide before your office visit.
